There is a chapter in Anglo-Saxon Paganism dealing with the runes, which argues that there are nine levels or ways in which runes may be used or interpreted, and that these uses go beyond writing and divination to include cosmological, spiritual, and deity-related functions. This is looked at more fully in the book “Runes – Cosmology, Spirituality, Deity“ by the same author.
